There are 7 Fundamental Owner Expectations that account for the structure of the 3PQ Acquisition & Management System© and have driven the creation of templates, tools, and techniques which are taught in the 4 Module Coursework. We have come to understand the importance of these expectations through decades of experience with owners and their project challenges. The variety of Owner Types and Project Types that have used 3PQ© stretches across a broad spectrum. Satisfying the 7 Fundamental Expectations is the primary function of the 3PQ Acquisition & Management System©.

Be on Budget

On-Budget means no surprises and no change-orders. Now that the service-provider is given design & construction leadership; no excuses.

Provide adequate Scope

In-Scope means meeting all documented requirements of the RFP. Not only designing and building the project, but managing the out-come.

Complete on Schedule

On-Schedule means no more 'preventable' delays. If the service-provider controls the design and construction decision-making, the service-provider controls the completion date.

Be Professional

Professionalism means the service-provider is experienced and knowledgeable. The claim of 'project complexities' or 'unexpected events' only demonstrates in-experience and lack of knowledge.

Predictable, as with professionalism, means the service-provider can (with certainty) predict the results of their decisions.

Be Accountable

If the service-provider does not meet their obligations under the contract, then they must be responsible for bringing their services and products back into performance: with no cost to the owner.

Meet the Market

The owner expects to receive a 'fair market price'. Not the cheapest price, nor the most expensive. The expectation requires the owner to know (discover) what defines a 'fair market price'.
