Taught through 4 Education Modules: the 3PQ Acquisition & Management System© is a structured approach to establish and execute a series of critical roles, responsibilities, activities, documents, and reports for the delivery of an Integrated Project irrespective of the Contract Model (design-build, AIA-IPD, Construction Management, etc). All activities, documentation, reports, and logs are structured by the 3PQMatrix© (shown below). All agendas, templates and logs that makeup the System are part of the Educational Materials provided to students as a part of the 3PQ© Certification process. The materials provide:
32 Agenda Driven Activities
18 Template Driven Documents
20 Model Report & Logs
Structured by the 3PQMatrix©, the Management System builds information collection, knowledge, decision-making, and documentation in a 4 phased X 4 subject approach. This 4X4 approach allows the manager to flexibly assemble members of The Integrated Project Team for efficient use of time and resources while meeting the solicitation release schedule. The 3PQMatrix© is also comprehensive. By clarifying the focus of management and documentation into 4 subjects, the manager is able to concentrate Subject-Matter input contributing to decision-making in a more organized and comprehensive manner. This 4 Subject approach gave the matrix its name: 3PQ. The 4 Subject axis includes:
Procedures (the contractual relationships and obligations)
Program (the quantitative development & measure of the scope)
Performance (the qualitative development & measure of the scope)
Quality (the proactive substantiation of contract compliance)
The matrix is also structured over time. The 4 Phases are key to successful project management because they each end in a critical briefing issued to the entire IPT and Senior Leadership. Since Integrated Project Delivery is relatively new in our industry and techniques for IPD are ever evolving, keeping leadership informed of the decisions made, and the strategy behind them, gives the Project Manager, the IPT, and Senior Leadership confidence and unity while moving forward. All of the activities, document development, reporting, and briefs are represented in the 3PQ Acquisition & Management System© Flow Diagram included in the teaching material.
